No. You are only eligible for an upgrade when you’ve completed 20 months of your contract. The next iPhone will be released in June.
Unlimited talk and text is $90/month. The maximum data plan is $25. So the bill would be $115/month plus taxes and fees.

How much is the iPhone 4 with an early upgrade? How much without a contract at all?

Where do you live? In the USA it is cheaper, In Canada it is priced more (even when the money is converted). Canada 16GB $659, USA $599
With contract it is $199 with ATT USA (2 year)
With Contract it is $159 Canada Everywhere (3 year) (No options for 2 or 1 year)
