I have an Iphone with tons of apps on it. I’ve been able to transfer them to my Ipod touch without any problems without having to re-purchase them. Can I do this with an Ipad as well?

Can you play Iphone apps on your ipad?
I just got a Ipad for Christmas and was wondering if you can watch Iphone apps on it. I have downloaded some apps that are not available for the ipad and they do play on the ipad but in a very small mode. I did here somewhere that you can enlarge them but I am not sure how.
